On the basis of studying the development characteristics of clusters under the new economic normal and seeking the focus of upgrading and development, the "Outline" puts forward the development direction and key tasks of China's garment industry clusters during the "13th Five-Year Plan" period, aiming to promote the development of industrial clusters. Chen Dapeng introduced the main contents of the outline, the development ideas of the 13th five-year Plan of the cluster, according to the 13th five-year Development Plan of the Textile Industry, the 13th five-year Development outline of China's Garment Industry and the 2020 Promotion Plan of China's Garment Manufacturing, with the goal of promoting the transformation and upgrading of the clothing industry cluster to stimulate the vitality of the industry, and promote comprehensive innovation with the deep integration of informatization and industrialization as the core, with manufacturing upgrading, improving quality and efficiency, and brand building as the main direction to build regional brand promotion, comprehensively introduce and promote intelligent manufacturing, explore a new model for the upgrading and development of clothing clusters, and provide a solid foundation and strong support for the construction of a strong clothing country.

The "Outline" clarifies the development direction of clothing clusters, proposes to actively respond to consumption changes and a new round of technological and industrial changes, and use digitalization, informatization, and intelligent advanced manufacturing technologies as a breakthrough to accelerate the production methods, marketing methods and value creation methods of cluster enterprises The transformation of the country, the construction of a new cluster development system and new ecology that gathers innovative resources, and comprehensively enhances the creativity and innovation of manufacturing, build the hard power of industrial cluster manufacturing and upgrading and the soft power of cultural construction, promote the coordinated development of characteristic industries and regional economy, and form a number of innovative garment industry demonstration clusters in the era of cloud economy.

As for the upgrade roadmap, the Outline proposes six major paths: first, manufacturing and upgrading to create new strength; second, technological upgrading to form new kinetic energy; third, mode upgrading to create a new situation; fourth, factor upgrading to build a new ecology; fifth, management upgrading to shape a new culture; and sixth, concept upgrading to expand new space.

The five clusters of Humen Town in Guangdong, Xingcheng City in Liaoning, Haining City in Zhejiang, Wenshang County in Shandong, and Yishang Town in Hangzhou exchanged design and talent, e-commerce and cross-border e-commerce, model innovation, manufacturing upgrades, and fashion Experience in cluster transformation and upgrading such as creativity.

At the meeting, Haining City, Zhejiang Province was awarded the title of "13th Five-Year Plan" innovation demonstration base for China's garment industry.
