Building a new development pattern with domestic circulation as the main body and mutual promotion of domestic and international dual circulation is a strategic decision for China to respond to changes in the international environment and promote high-quality development. Its most essential feature is high-level self-reliance and strength, which must enhance international competitiveness through innovation and independent control, breaking free from sole reliance on external circulation. Taking domestic circulation as the foundation, creating the economy's "main battlefield," "ballast stone," and "reservoir," and advancing the construction of a unified national market around the "five unifications and one openness" is a strategic move to leverage China's unique advantages as a major economy and a necessary path to hedge against external uncertainties and enhance development resilience and vitality.

Time has compressed and folded; this year has been extraordinarily difficult, with a few months seeming to encompass years of change. Global trade is rapidly shifting, artificial intelligence is advancing by leaps and bounds, causing shocks and reshaping, turbulence and transformation, both distant and near. The China National Textile and Apparel Council has implemented the decisions of the Party Central Committee and the State Council. With the joint efforts of the entire textile industry, the first half of the year saw the industry maintain a steady and positive trend, making solid progress in building a modern textile industry system.

I. Main Work in the First Half of 2025

Amid high winds and rough waves, the rope is strong; through flying clouds, the brocade appears calm.

In the first half of the year, the capacity utilization rates of China's textile and chemical fiber industries were 77.8% and 86%, respectively, both higher than the national industrial capacity utilization level for the same period. From January to June, the added value of the textile industry above designated size nationwide increased by 3.1% year-on-year; per capita clothing consumption expenditure increased by 2.1%; retail sales of clothing, footwear, hats, and knitted textiles above designated size increased by 3.1%; online retail sales of clothing increased by 1.4%. Supported by the national "dual carbon" and "dual new" policies, industry enterprises accelerated upgrades in high-end, intelligent, and green technologies. Fixed asset investment in the textile, garment, and chemical fiber industries increased by 15.1%, 27.0%, and 10.6% year-on-year, respectively. From January to June, China's textile and apparel export totaled 143.98 billion USD, up 0.8%. Trade in intermediate products such as chemical fibers, yarns, and fabrics continued to expand, and overseas investment layouts became more diversified. In this year's Fortune Global 500 list, five Chinese textile companies significantly improved their rankings; 16 textile companies were listed in the Fortune China 500. The industry showed strong vitality, stabilizing the economy, benefiting people's livelihoods, promoting openness, and preventing risks, building the confidence and resilience of a major economy.

2025 is the final year of the 14th Five-Year Plan and a key year for planning the 15th Five-Year Plan. Facing an unstable and uncertain development environment, the China National Textile and Apparel Council earnestly implements the requirements of seeking progress while maintaining stability, promoting stability through progress, adhering to integrity and innovation, establishing before breaking, system integration, and coordinated cooperation. It focuses on technology, fashion, green development, health, and pragmatism in its services, achieving remarkable results in industry work.

(1) Party Building Leadership, Significant Improvement in Style and Capability

Focusing on learning and education, the Party's leadership role continues to strengthen. According to the unified deployment of the Party Central Committee and the requirements of the Party Committee of the National Social Organizations Administration, the China National Textile and Apparel Council actively implements the "In-depth Study and Education on the Spirit of the Central Eight Provisions" as an important political task. It drafted and formulated documents such as the "Implementation Plan for In-depth Study and Education on the Spirit of the Central Eight Provisions of the China National Textile and Apparel Council" and the "Key Work Task List for In-depth Study and Education on the Spirit of the Central Eight Provisions." Through warning education meetings, special Party lectures, special reading classes, and themed Party day activities, it guides cadres and employees to accurately grasp the core essence and practical requirements of the Central Eight Provisions and their implementation rules. It actively implements the "First Topic" system, organizes study sessions for the central group, and promotes the comprehensive and strict governance of the Party in depth. Party organizations at all levels carry out rich learning and education activities such as "Three Meetings and One Lesson" and themed Party days according to Party Committee requirements. Grassroots organization construction and Party member education management continue to improve. It successfully completed the re-election of nine grassroots Party branches and the performance reports of 32 secretaries of directly affiliated grassroots Party organizations; the "Two Excellents and One First" selection and commendation work was smoothly carried out, recognizing 71 outstanding Communist Party members, 15 outstanding Party affairs workers, and 13 advanced grassroots Party organizations; it continuously rectified formalism to reduce burdens on grassroots, further strengthening the political and organizational functions of Party organizations; it deeply carried out ideological work statistics and training, improving the professional capabilities of grassroots personnel.

Guided by efficient collaboration, the association's institutional construction is increasingly improved. According to the development needs of social organizations in the new era, the China National Textile and Apparel Council continuously optimizes internal management and strengthens organizational construction. Some units' leadership teams were adjusted and supplemented, and the Fashion Color Association completed its re-election. The service work of various functional departments effectively ensured the smooth operation of the council and its units.

The Party Committee Office, while solidly advancing thematic education work, continuously deepened the implementation of inspection rectification work, and carried out trade union and youth league work. It held employee table tennis competitions and other activities; prepared to establish the China National Textile and Apparel Council Trade Union Federation, coordinating the construction and improvement of the three-level trade union organizations of the council's management and delegated units; submitted candidates for the National March 8th Red Banner Holders. At the same time, it supported and cooperated with the National Social Organizations Administration to complete related work.

The Discipline Inspection Commission Office highlights supervision as its primary responsibility, assists the Party Committee in implementing the main responsibility, convened a comprehensive strict governance and warning education meeting, signed the "Comprehensive Strict Governance Responsibility Letter" with all Party organizations of management and delegated units, and persistently promotes integrity and discipline. It conscientiously completed the "second half" of the inspection rectification, continuously improved the daily supervision mechanism, carried out various warning education activities, and strengthened the construction of a clean culture.

The Office strengthened organizational coordination and service support functions, upgrading member management services. Key meetings and events such as the work summary conference and the representatives and committee members' symposium were successfully held. It led and coordinated 25 departments to complete the evaluation of national industry associations and chambers of commerce.

The Human Resources Department continued to make efforts in human resource planning, employee training, improving the salary system, and skill talent recognition. It cooperated with the National Social Organizations Administration to complete the assessment of Party Committee re-election candidates, orderly promoted leadership team adjustments, assessments, announcements, approvals, and related matters in various units, as well as some institutional adjustments.

The Finance Department, while managing the accounting and management of the China National Textile and Apparel Council itself, further optimized internal control systems and financial processes, completed service and supervision work for delegated units, and effectively improved risk and financial management capabilities and levels.

The Property Investment Department continuously innovated property management services and content, completed various safety, catering, conference, and engineering management tasks, creating a high-quality, efficient, and safe office environment for everyone.

Foreign Affairs Office/Taiwan, Hong Kong and Macau Affairs Office/China Textile International Exchange Center promote industry bilateral and multilateral and regional communication and cooperation, organize and participate in major international conferences such as the International Textile Machinery Seminar of the International Textile Federation, and continuously improve management and service capabilities. Successfully held the 15th Cross-Strait Textile Industry Cooperation Seminar to deepen cross-strait exchanges and cooperation.

The News Office solidly advances ideological work focusing on standardized management, public opinion guidance, coordinated publicity, and channel expansion. It unifies and standardizes external publicity, expands the breadth and depth of communication, and strengthens the effectiveness and influence of publicity.

(2) Research Deepening, Scientific and Effective Decision-making Service

Strengthen industry research. Entrusted by the Department of Consumer Goods Industry of the Ministry of Industry and Information Technology, preliminary research work on the "14th Five-Year Plan for the Development of Modern Textile Industry" has been carried out, and some basic special research drafts have been formed. The "14th Five-Year Plan" research for various sub-industries is progressing steadily. Associations such as chemical fiber, printing and dyeing, knitting, cotton spinning, industrial textiles, home textiles, textile machinery, clothing, and hemp spinning have held special seminars and completed draft plans for soliciting opinions or initial drafts. At the same time, support is provided to local governments at various levels in Xinjiang, Yibin in Sichuan, Huai'an Hongze in Jiangsu, etc., to prepare "14th Five-Year Plan" industrial development plans. During the Two Sessions, assistance was given to industry representatives and committee members to form proposals covering support for the export of domestically produced high-performance fibers and products, improving the quality of Xinjiang cotton, supporting the inclusion of textile intangible cultural heritage products in consumption promotion actions, increasing support for the cocoon and silk industry, building a safe and efficient international supply chain system, promoting recycling and reuse of waste textiles, promoting intelligent textile materials to deeply empower the health and elderly care industry, developing biomedical textile materials, advancing green and low-carbon development in the printing and dyeing industry, improving the coexistence mechanism of fashion industry trademarks, expanding textile and apparel consumption scale based on the "trade-in" policy, promoting the construction of world-class textile industry clusters, and regulating e-commerce operations. Strengthening basic research, a series of results have been formed including the "2024/2025 China Textile Industry Development Report," "China's Textile Industry Trade with the U.S. and Related Policy Recommendations," "Talent Supply and Demand Matching Analysis Map for the Textile and Apparel Industry," "Special Research Report on Carbon Emissions in the Wool Textile Industry during the 14th Five-Year Plan," and "Digital Transformation Scenario Map of the Textile Industry." These related works have strongly supported government decision-making, industry services, and enterprise development.

Deepen research and statistics. China National Textile and Apparel Council and various units have conducted in-depth research to improve the quality and efficiency of industry services. The Industrial Cluster Working Committee conducted research in more than 30 key clusters in Jiangsu, Zhejiang, Guangdong, and other provinces; the Cotton Spinning Association organized a nationwide high-quality development research tour; the Home Textile Association completed in-depth visits to more than 200 enterprises. Continuously improving monitoring and statistics of key data enhances judgment on industry development. In the first half of the year, more than 30 special analysis and related policy recommendation materials on textile industry operation, trade judgment, and production-finance cooperation were submitted to relevant departments, and more than 20 industry situation symposiums were participated in. Adhering to the combination of macro and micro, routine and special, each unit regularly releases enterprise prosperity surveys and industry economic operation analyses, timely and accurately reflecting industry trends, market sentiment, and business information. New tools and methods are used to broaden data collection channels and improve information integration and research quality. Data security and compliance management are continuously strengthened.

(3) Strengthen the Foundation, Industry Quality and Efficiency Steadily Improve

Stabilize demand, ensure stability. Help enterprises alleviate market pressure. Cooperate with relevant ministries to carry out a series of textile and apparel "Quality Supply to Promote Upgrading" activities, effectively releasing consumption and investment demand. Market expansion and docking activities have been fruitful. Successfully organized 9 domestic exhibitions with a total exhibition area of more than 470,000 square meters; organized 6 overseas self-hosted exhibitions with an exhibition area of nearly 10,000 square meters; formed 6 exhibition delegations. Innovate service models to improve supply and demand efficiency. The fabric exhibition created a customer invitation system based on regional differences for the first time; the home textile exhibition conducted business matchmaking according to product characteristics; innovatively established a "KOL Matchmaking" special business matchmaking event, linking internet celebrity brands and e-commerce brands to open new consumption chains. Held local and industry characteristic exhibitions such as the China (Yiwu) International Knitting Supply Chain Expo and the Greater Bay Area International Women's Wear Exhibition (BIRD). Promote the upgrading of professional markets. Guide enterprises to innovate scenarios and expand channels. Held events such as the Tianmen Clothing E-commerce Industry Conference and the Knitting E-commerce Conference. Grasp the trend of enterprises going abroad, regularly update, supplement, and improve the industry overseas investment project database, updating 83 overseas investment projects in the first half of the year.

Stabilize entities, strengthen resilience. Continuously improve enterprise public service platforms to empower enterprises. Seize opportunities such as the "Together to Benefit Enterprises" SME service action, guiding enterprises to understand and make good use of a series of policies promoting the development of the private economy. Carry out work such as the cultivation of specialized and new enterprises into the database and the promotion of the "Textile Industry SME Specialized and New Development Capability Evaluation Specification." Hold specialized and new supply chain matchmaking tours in Quanzhou and integration matchmaking activities for large, medium, and small enterprises to strengthen supply chain services. Guide the industry to establish awareness of rules and strengthen self-discipline management to prevent "involution" and vicious competition. The Enterprise Management Association formulated the "Self-discipline Convention for Safety Production Management of Textile and Apparel Enterprises"; the Chemical Fiber Association revised the "Industry Self-discipline Regulations of the China Chemical Fiber Association"; the Clothing Association issued an industry self-discipline initiative in response to adverse phenomena in the down clothing market. The content and value of production-finance services continue to improve. The scope of textile industry enterprises preparing for listing and innovative incubation projects continues to expand, and the service system is continuously improved.

Stabilize expectations, promote cooperation. Strengthen publicity guidance, introducing industry development through CCTV, People's Daily, Economic Daily, and professional media to convey positive energy. Regarding U.S. tariff issues, China National Textile and Apparel Council issued a statement at the first time, strongly condemning trade hegemony and resolutely safeguarding the legitimate rights and interests of the industry. The Industry Department, Foreign Trade Office, CCPIT, Clothing Association, Knitting Association, Home Textile Association, Industrial Textiles Association, and others actively track progress, continuously collect information, monitor and dispatch, conduct research, and cooperate with government departments to respond. Organized enterprises to visit and research regions such as Switzerland, Vietnam, and Kenya. Actively speak out on the international stage, conveying industry positions and statements through platforms such as the International Textile Federation meetings, International Wool Textile Conference, and China-Greece Textile Economic and Trade Exchange Conference, creating a favorable international environment.

(4) Digital Intelligence Empowerment, Steady and Rapid Transformation and Upgrading

Promote innovation and application. From conceptual thinking to methods and tools, and then to platform construction, China National Textile and Apparel Council and various professional associations explore and promote the application of AI technology in vertical fields and segmented scenarios. Focusing on top-level design and path exploration, they conduct special research on "Digital Transformation and AI Application Path in the Textile Industry" and release the "AI Application Analysis Report in the Textile and Apparel Industry" to provide authoritative guidance for the industry. They promote tool innovation. The Information Center continuously optimizes the textile product development data analysis and decision-making platform, AI pattern design platform DPI SPACE functions, empowering color, pattern, fabric, and end product development; the Informatization Department and China Textile Network launch the AI application model AiTA; the China Council for the Promotion of International Trade integrates AI into the exhibition service system, upgrading AI assistant functions to improve service efficiency and experience. They create high-level, multi-layered, professional conferences and competitions to accelerate technology popularization and application. Events such as the China Textile and Apparel AI Conference, China Textile and Apparel Digital Fashion Industry Conference, and AI Empowering Textile Industry Development Forum are held; AI fashion innovation design directions are added to various competitions, launching the AI design contest for cotton-padded clothes and AI apparel design invitational competitions.

Improve platforms and ecosystems. Carry out diagnostic consulting, training experiences, standard development, pilot demonstrations, and publicity promotion. Information infrastructure such as industrial internet accelerates application in clusters, parks, and specialized markets. The Textile Construction Planning Institute supports local textile industry brain construction relying on AI and big data technology. The fashion industry digital technology innovation ecosystem community and China Apparel Intelligent Manufacturing Innovation Alliance expand and improve. Adhering to open source and openness, various associations and units build platforms based on resource advantages to promote cross-field communication and cooperation. The Textile Machinery Association invites experts and institutions in AI, robotics, and related fields to conduct special sharing activities, strengthening connections between industry enterprises and software service providers and equipment manufacturers; the Industry Development Department holds digital and intelligent industrial chain exchange meetings for specialized and innovative new products based on actual enterprise application scenarios; China Textile Assets strengthens cooperation with cloud computing service platforms, industrial AI big data platforms, and industrial intelligent service platforms. The talent support system is simultaneously strengthened, continuously improving the clothing 3D digital design skill level certificate system.

(5) Innovation-driven, deep integration of science, technology, and industry.

Strengthen science and education services. Launch the formulation of the 15th Five-Year Plan for industry science and technology innovation, with a research draft currently formed. Guided by national key science and technology projects, enterprises are encouraged to strengthen basic research and original innovation around key areas. Recommend the project "Key Technology Development for Full-cycle Recycling and Reuse of Waste Polyester-cotton Textiles" to apply for the Ministry of Science and Technology's "Intergovernmental International Science and Technology Innovation Cooperation" key special project, and recommend 31 achievements for the Ministry of Industry and Information Technology's industrial foundation innovation achievements. Continue to promote the creation and development of industry key laboratories and technology innovation centers, with 5 new technology R&D centers added in the first half of the year. Focus on improving the collaborative education model integrating production, learning, research, and application. Using the Textile Education Steering Committee and Textile and Apparel Industry Steering Committee as starting points, education reform, discipline construction, talent cultivation, and industry development advance together. Launch teaching achievement competitions to promote teaching development. Establish the China Textile and Apparel Education Overseas Alliance and the Textile and Apparel Industry Graduate Education Cooperation Alliance. Carry out industry science and technology awards and excellent patent selection and recommendation work.

Promote innovation transformation. Build a full-chain, multi-channel achievement transformation and promotion system. Organize evaluation of key pilot platforms for manufacturing industry cultivation, selecting 11 for recommendation to the Ministry of Industry and Information Technology. Build a basic database of textile industry scientific and technological achievements to improve the efficiency of matching supply and demand of research results. Various professional associations and societies fully leverage platforms such as technology innovation alliances, science and technology service teams, and industrial research institutes to carry out technology cooperation, transformation, and promotion work. Hold online roadshows for modern textile series scientific and technological achievements, green low-carbon textile-themed exhibitions, science and technology conferences, and technical forums. To address the shortage of professional service talents, establish a technical manager evaluation system in the textile field and formulate documents such as the "Technical Manager Evaluation Measures in the Textile Field." Continuously promote the formulation and revision of standards and internationalization work around key areas. A total of 26 national standard plans, 27 industry standard plans, and 17 China National Textile and Apparel Council standard plans were issued; completed the submission of the establishment plan for the Nonwoven Materials Subcommittee and the Filter Separation Textile Materials Subcommittee of the National Industrial Textile Standardization Technical Committee, as well as the Textile Standard Sample Subcommittee of the National Standard Sample Technical Committee.

(6) Adapt to local conditions, coordinated regional industrial development.

Serve regional coordinated development. Adhere to thinking and carrying out industry services within major regional development strategies. Strengthen communication and cooperation with relevant departments of local governments in Xinjiang, Sichuan, Yunnan, Jiangxi, Hebei, Liaoning, and other provinces (regions). China National Textile and Apparel Council signed an industrial upgrading cooperation agreement with the People's Government of Aral City, First Division of Xinjiang Production and Construction Corps, and a cooperation agreement with the People's Government of Jining City, Shandong Province. Completed the "2024 National Textile and Apparel Industry Park Development Report" and the "Typical Case Collection of National Textile Industry Transfer Cooperation Models." Promote the optimization and allocation of resource elements, and promote mutual support between eastern and western industries and common prosperity between north and south. Held the National Textile and Apparel Industry Park Work Conference in Xinjiang. The Intangible Cultural Heritage Office deeply explores characteristic resources and intangible cultural heritage resources in border ethnic areas, compiling the "Shu Brocade Fabric Industrialization Development Strategy Research Report," and signed a strategic cooperation agreement to support rural revitalization of the Miao embroidery industry with the China Embroiderer Project Team and Shibadong Village, Shuanglong Town, Hunan; the China Wool Association conducted a series of surveys on the status and development of the Tibetan wool spinning industry, formed suggestions, and reported to the Autonomous Region People's Government; the Social Responsibility Office reached a cooperation intention with the Xinjiang Federation of Trade Unions to conduct research on the distribution of benefits in the value chain of the Xinjiang textile and apparel industry.

Serve industrial cluster construction. Carry out industrial cluster research, cultivation, service, and evaluation work. Discover and promote advanced manufacturing clusters and new cluster development. Completed the compilation of "Path to Promote World-class Industrial Cluster Construction in the Textile Industry," "Qinghe County Cashmere Industry Plan (2023-2035)," and "Overall Development Plan of Huaibin High-tech Industrial Development Zone," providing forward-looking guidance for industrial cluster transformation and upgrading. Entrusted by the Ministry of Industry and Information Technology, the Industrial Cluster Working Committee uses a combination of questionnaire surveys and field visits, receiving development information from 189 industrial clusters nationwide. Conduct targeted industrial exchanges, investment promotion, research, and other activities to guide various elements to gather in industrial clusters. Held the China (Ordos) International Cashmere and Wool Exhibition, China (Sanmen) High-quality Development Conference for Outdoor Jackets, organized the 2025 China (Haining) Fashion Fabric Innovation Competition, and promoted the creation of the regional brand "Good Fabric Made in Xucun."

(7) Enrich connotation, steadily enhance industrial value.

Explore cultural value and enhance the industry's fashion leadership. Research and release trends in color, fiber, yarn, fabric, clothing, home textiles, etc. Organize events such as the National Style Fashion Festival and National Style Fashion Week. Hold the China Fashion Conference, seminars on the integration of textile intangible cultural heritage and fashion development, guiding enterprises to strengthen cultural excavation and value transformation. Establish the Traditional Color Research Committee of the China Popular Color Association to promote the standardization and digital construction of the traditional color system. Conduct industry brand research and cultivation. Cooperate with the Ministry of Industry and Information Technology to draft the "Excellence Brand Cultivation Action Plan," complete the "Guidelines for the Construction of Textile and Apparel Creative Design Leading Parks," and the "Fashion Brand Big Data Analysis Report," among others; continue to advance independent brand cultivation, successfully hold the "Home Textile Brand China Public Welfare Tour" Shanghai stop, and widely carry out brand story collection and promotion activities. Accelerate the formation of a multi-dimensional, tiered talent ecosystem. Establish the Golden Top Award Club to gather top design wisdom and lead fashion innovation; hold events such as China International Fashion Week and China International University Student Fashion Week, organize various design competitions and product evaluations to discover and cultivate emerging designers; launch the National Competition for Household Textile Designers' Professional Skills. Promote fashion intellectual property protection and support the growth of Chinese brands.

Focus on responsible development, guiding the industry to create long-term value. Complete consulting projects such as the National Development and Reform Commission's "15th Five-Year Plan Energy Consumption Growth Trend Research," and release results including the "Feasibility Study on Decarbonization and Renewable Energy Investment in China's Textile Industry," "Research Report on Climate Action Progress of Specialized and New Enterprises in China's Textile Industry," and the "2025 China Textile Industry Product Digital Passport (DPP) White Paper." Carry out certification work for green fibers and their products, and conduct screening, piloting, and promotion of key technologies and equipment. Improve the green standards system, making progress in zero-carbon parks, carbon footprint, recycling, and energy-saving low-carbon fields. Participate in the formulation of the National Market Supervision Administration's "Special Implementation Rules for Product Carbon Footprint Labeling Certification - Textile Products." Guide the creation of carbon-neutral factories and carbon-neutral stores. Conduct cultivation and evaluation of green factories, with many enterprises awarded provincial and municipal green factory titles. Deepen circular economy practices, promote the "Zero Discard of Old Clothes" hotel linen special action, and sign strategic cooperation intentions with China Environmental Resources Group's Green Fiber Company. Hold events such as the Climate Innovation·Fashion Conference. Social responsibility work is effective, with methods, tools, and platforms continuously improved. Promote the CSC9000T textile and apparel enterprise social responsibility management system, and begin work on the 2025 edition of the CSC9000T system. Take proactive actions on frontier topics such as supply chain due diligence and human rights protection, participate in and support related work of various ministries and commissions in the fields of industry, commerce, and human rights, and strengthen exchanges and cooperation with the World Wide Fund for Nature and the Organisation for Economic Co-operation and Development. The industry's case social and environmental due diligence management guidelines are included in the "China Human Rights Development Report (2024)."

2. Clarify development direction in achieving high-level self-reliance and strength, and constructing a new development pattern.

As a strategic guide for value direction, the new development concept and new development pattern have profound prescriptive connections and intrinsic consistency. Data fragmentation among different entities and scenarios, and insufficient annotation of professional domain and scenario data, have become real bottlenecks hindering AI applications in the industry. We must be application-oriented, improve industry data management and standards, promote the construction of industry knowledge graphs, and transform process knowledge, material characteristics, production processes, etc., into explicit, structured, and computable digital assets; promote the construction of transparent and trustworthy data infrastructure, accelerate the industry's data assetization process, and help enterprises extend from tangible assets to intangible assets, transform from stock value to flow value, and leap from closed operation to open collaboration.

2. Focus on scenarios and promote the transition from general-purpose to professional applications.

The industry's rich formats, complex processes, and personalized consumption characteristics result in significant differences in digital technology demands across various sub-sectors and specific links. AI applications show features of limited coverage, insufficient accuracy, and functional convergence. With the development of new quality productivity, the industry is accelerating the formation of new formats around new dimensions such as technology, fashion, green, and health. Green is measurable, intelligent is wearable, and new fields and tracks like "textile + cultural tourism" and "textile + health" are generating entirely new demands. On the other hand, the replacement of entrepreneurs is accelerating. New generations of entrepreneurs such as the "first generation of creators," "second generation of entrepreneurs," and "second generation of factory owners" are stepping onto the stage. Compared with the older generation, they have different ways of thinking, value pursuits, and behavior patterns. How to establish deep links and form sticky services with these new entities and new groups has become an important issue for industry work.

New market entities are nurturing new organizational forms. Innovative enterprises desire to connect with application scenarios; cultural and creative enterprises need to build strong content networks; ecological enterprises rely on refined community operations; conceptual enterprises strive to form broad value resonance. This makes networking and platformization important organizational forms, and open innovation and value alliances important business models. Association services need to accelerate the extension from specialization to comprehensiveness. They should proactively act as "super nodes" linking diverse value networks, empowering enterprises of different types and stages.

The prosperity of the ecosystem depends on the foundation of order. Over-competition has won the world but trapped itself. Highly involuted competition is a real problem; price competition at the expense of quality is damaging consumer rights and industry health. The "2025 China Consumer Rights Protection Report" shows that complaints about product quality issues account for as high as 40%. The association should further improve industry norms and self-discipline mechanisms, break through the zero-sum dilemma with positive-sum games, and guide the industry to optimize supply and develop in differentiated ways.

The development of the industry requires a soil of trust. Irregular behaviors such as borderline marketing, intellectual property infringement, and data traffic fraud undermine the social foundation of industry development. In the current deep integration of supply chains, capital chains, and innovation chains, cross-field, cross-industry, and cross-entity collaboration is increasingly frequent, making trust more important. The association should further improve the construction of the industry trust system, act as a credit intermediary, transform organizational influence into a sense of cooperative trust, and reduce market friction and transaction costs.

4. Solidly carry out work in the second half of the year.
